Major changes are on the horizon for UK landlord laws. The Renters’ Rights Bill, changes to the Energy Performance Certificate (EPC) system, and other legislation will affect the way landlords across the UK operate.

How Are UK Landlord Laws Changing?

A lot is going on with UK landlord laws in 2025, so let’s explore some of the major changes coming for landlord regulations.

The Renters’ Rights Bill

Set to become law in the next few months, the Renters’ Rights Bill presents the biggest change for landlord regulations. Section 21, otherwise known as no-fault evictions, will be abolished, and extended notice periods will be introduced. Changes to rent arrears protocols will also be rolled out. ¹

Energy Efficiency Changes

The Government has two consultations open around EPCs. One proposes to reduce the validity periods for EPCs, change how EPCs are calculated, and expand the current rules to who needs to have an EPC certificate.

The other proposes to increase the standards of minimum energy efficiency in the private rental sector. Currently, landlords only require an E energy rating, but by 2030, landlords will need to upgrade their properties to meet an EPC rating of C. ²

Awaab’s Law Expansion

Part of the Renters’ Rights Bill, Awaab’s Law, which was introduced in the social rented sector last year, will be expanded to the private rented sector in 2025.

By law, landlords will have to deal with hazardous conditions like mold and damp and make any necessary repairs quickly to protect the health and living conditions of their tenants. ³

Big changes may be coming, but Manchester’s property market still offers a haven for bold landlords who are prepared to adapt to the UK landlord laws.

1. Healthy Rental Market

The Manchester property and rental markets still present landlords with growth opportunities, even with changes to UK landlord laws.

The average private rent in Manchester increased to £1,307 in February this year, an annual increase of over 10% compared to last year, when the average was £1,186. ⁴
